The main and basic framework of the Colombian state organization is represented by municipalities; as the most responsible authorities for the Municipal development, they have an extensive experience in the management of projects with local communities. Each Municipality adhered to the project have in average, more than 160 years of existence and experience in the management, administration and work at local level.

Is an associative organization of public character that gathers all the Municipalities of the jurisdiction, it was created 10 years ago with the aim of joining efforts and potentialities in the implementation of projects at regional and local level.

They are local communities organizations constituted more than 40 years ago. They are the organized, autonomous and supportive social expression of the civil society, their purpose is to promote a sustainable and integral development built from the exercise of the participatory democracy in the management of the community development. These Associations of Communal Action in the terms defined by the law can do strategic alliances with other organizations to reach the collective and individual welfare and the development of the community. Likewise they will be able to establish cooperation relationships with public or private overseas organizations.
